All plats submitted pursuant to the provisions of this subchapter, and all subdivisions, improvements, and facilities done, constructed or made in accordance with said provisions shall comply with the minimum design standards set forth hereinafter in this subchapter; provided that, any higher standards adopted by any Highway District, State Highway Department, or Health Agency shall prevail over those set forth herein.
