3-2-3: LICENSE REQUIRED:

No person shall, either by himself or through an agent or any person acting as an agent, clerk, servant or employee of another, install, keep, maintain, use or permit the installation, keeping, maintenance or use of any video gaming terminal within the Village limits without first obtaining a license from the Village.
