3-1-7: INITIAL LICENSES AND PERMITS:
A.   Fees:
   1.   An initial license fee shall be charged to each new applicant for a liquor license. This fee shall be charged to each license applicant only once and shall be in addition to the annual license fee. This fee shall be paid by each new applicant at the time the original application is filed in the following amounts for the following license classifications:

   2.   No initial license fee will be required of any licensee holding a liquor license from the Village on the effective date hereof, or of any licensee who first obtains a license from the Village only because the territory in which such person previously held a liquor license was newly annexed to the Village.
B.   Application For Initial License; Issuance: Application for a new license and a certified or cashier's check in the amount of the initial fee shall be filed with the Local Liquor Control Commissioner. After appropriate investigation of the applicant's eligibility for issuance of a license, the Local Liquor Control Commissioner shall prepare a resolution authorizing a license to be issued to the applicant. After the Village Board has adopted the authorization resolution, the applicant shall file his application and annual fee with the Village Clerk, and the new license shall be issued.
