No parcel of land in a subdivision created after April 4, 1961, shall be transferred, sold, or offered for sale; nor shall an access permit be issued for any structure thereon; nor shall a certificate of occupancy for the use of any land or structure thereon be issued until a plat of subdivision shall have been recorded with the County Recorder of Deeds in accordance with this title.
