This title is hereby enacted to provide for the health, comfort, safety and convenience of the inhabitants of the Village and vicinity; to establish reasonable standards of design for subdivisions and for resubdivision of improved land and of areas subject for public service facilities, parks, playgrounds, and other public grounds; to provide that no map or plat of a subdivision within the corporate limits, as designated by the Village Board of Trustees, shall be recorded unless it provides for streets, alleys and public grounds in conformity with the adopted official plan for the Village.
