9-1-2: PERMIT REQUIRED; EXEMPTIONS:
A.   Except as otherwise provided in this chapter, it shall be unlawful for any person:
   1.   To construct, place, or erect, or to commence the construction, placement, or erection, of a new building, accessory structure, or structure, or part thereof, within the corporate limits of the Village without first obtaining a written building permit from the Village;
   2.   To construct, place, erect, alter, remove, rebuild, structurally alter, add to, or relocate, or to commence the construction, placement, erection, alteration, removal, rebuilding, structural alteration, addition, or relocation, of any building, accessory structure, or structure, or part thereof, without first obtaining a written building permit from the Village; or
   3.   To set, erect, build, raise, move into place, or otherwise construct, or commence the setting, erection, building, raising, moving into place, or construction, of a mobile home, manufactured home, modular home, prefabricated home, or any similar structure for use for permanent habitation on an individual lot or lots within the corporate limits of the Village without first obtaining a written building permit from the Village.
B.   The following activities are exempt from the application of subsection A of this section, and no building permit shall be required for the following:
   1.   Routine maintenance or repair of buildings, accessory structures, or structures such as painting, re-roofing, replacement siding, soffits, gutters, replacement windows and shutters;
   2.   Installation of sidewalks or replacement sidewalks;
   3.   Construction of service connections to a Municipally owned and operated utility; and
   4.   Placement of a mobile home on pads in a licensed mobile home park. (Ord. 811-16, 1-4-2016; amd. 2017 Code)
