No person shall plant any tree, bush or shrub on any street or alley, nor cut or remove any such tree, bush or plant from any public street or alley, without first obtaining a permit from the Village Clerk so to do. No such permit shall be issued where such planting would obstruct the usual use of any street, alley or sidewalk. (1945 Code § 16-16; amd. 2017 Code)
