No person shall drive any steam engine, tractor or similar vehicle with lugs or attachments on the wheel liable to damage the street surface on any paved, graveled, oiled or hard surfaced streets of the Village, unless said vehicle is equipped with protective devices to prevent damage to the streets, or unless the driver planks the street or protects the street from damage.
