No person shall move or cause to be moved through and upon the streets or alleys of the Village, any building or structure without first obtaining from the Village Clerk a permit so to do. No such permit shall be construed to permit an unreasonable or unnecessary obstruction of the street or alley, nor be in force for a time longer than is necessary to diligently complete such moving.
