7-1-4: ENCROACHMENTS AND OBSTRUCTIONS:
A.   It shall be unlawful for any person to erect or cause to be erected any building or part thereof within the limits of any public street or alley, or to fence off or enclose the same, or deny its free and full use to the public. Any person violating this subsection shall be subject to a fine as provided in section 7-1-10 of this chapter for each day he shall permit his encroachment on such street or alley to remain, after receiving notice from any Village officer to remove the same. B.   While a building adjacent to the street or alley is in the course of construction or repair, tools and materials necessary in such work may be placed on the adjacent street or alley on obtaining a written permit from the Village Clerk so to do. But no more than one-third (1/3) of the street or alley shall be so obstructed, and in no event shall such obstruction be permitted to remain longer than is necessary for the diligent prosecution of such work, and if such obstruction is made without a permit or in violation hereof, the offender shall be subject to a penalty as provided in section 7-1-10 of this chapter. C.   It shall be unlawful for any person to place or leave any obstruction in any public street which may interfere with its free use by the public. Any person violating this subsection shall be subject to a fine as provided in section 7-1-10 of this chapter for each day he permits such obstruction to remain, after being notified by any Village officer to remove the same.
