4-150: KENNELS, LICENSING:
   A.   Any person owning, possessing, keeping or harboring for the purpose of breeding, selling or boarding, more than three (3) dogs or cats six (6) months old or older shall be deemed to be operating a private kennel. No person shall operate a private kennel without first obtaining an annual permit to operate the kennel from the town clerk. (Ord. 80, 3-26-2012)
   B.   Permits under this section shall permit the animal control officer to inspect the premises used as a private kennel. Private kennels shall be maintained in accordance with written standards of the American Humane Society and applicable federal and state laws and regulations.
   C.   Any person applying for a kennel permit from the town of Dickson shall first prove to the board of trustees that timely notice has been given to any person who resides or owns lands within one thousand five hundred feet (1,500') of the proposed site of the kennel of the date, time, and place of hearing the application, which shall be furnished by the town clerk. The notice shall include the date, time and place of the hearing of the kennel application before the board and shall be given no less than fifteen (15) days prior to the date of the hearing. The notice shall be given to neighbors and landowners within one thousand five hundred feet (1,500') of the proposed kennel site by registered mail, personal delivery if available, and by publication of at least one legal notice in a newspaper of general circulation in Carter County, Oklahoma. Applications for kennel permits shall be available from the Dickson town clerk. Before hearing the application, the board of trustees must first be satisfied that diligent effort has been employed to notify all affected persons of the application. (Ord. 48, 3-19-1998)
   D.   The annual fee for kennel permits shall be one hundred dollars ($100.00). (Ord. 80, 3-26-2012)
