A. Created: An auxiliary or reserve police force be, and the same is hereby created in the town of Dickson, Oklahoma, to work under and be directly responsible to the chief of police of said town.
B. Duties And Responsibilities: Said auxiliary or reserve police force members, appointed by the chief of police of Dickson with the approval of a majority of the Dickson board of trustees, shall have the following authorities, duties and responsibilities as reserve or auxiliary officers:
1. To assist the chief of police of Dickson at all special events, including, but not limited to, sporting events, football games, public events, emergencies, disasters, fires, crowd control, manhunts and backup for regular officers.
2. To make arrests for offenses committed in the officer's presence. (Ord. 51, 1-21-1999)
3. After each auxiliary officer candidate is approved as an auxiliary or reserve officer by the board of trustees, then and in said event said reserve officer may effect arrest for misdemeanors and/or felonies committed in his or her presence; and in addition, for felony offenses based on probable cause to believe same has been committed. In addition, after board approval, said auxiliary officers may lawfully serve warrants to arrest and have such duties as authorized by 11 Oklahoma Statutes section 34-101(A). (Ord. 65, 12-18-2006)
4. Dickson auxiliary officers may use all Dickson communication equipment in the course of their lawful duties, including base radios and two-way equipment, and in addition, each officer may make field investigations, write reports, and shall cooperate fully with other law enforcement agencies and prosecutors.
5. Dickson auxiliary officers shall wear a uniform compatible with uniforms of the regular members of the Dickson police department, and shall display a proper badge and insignia at all times while on duty.
6. After approval by the Board of Trustees as set out herein, auxiliary officers may carry firearms, after having been approved to do so by the Dickson Police Chief. (Ord. 51, 1-21-1999)
C. Appointments; Requirements: The Chief of Police of Dickson is authorized to appoint auxiliary or reserve officers who shall be appointed with the express approval and consent of a majority of the members of the Board of Trustees of Dickson. After the approval by the Dickson Board of Trustees, the auxiliary or reserve officers shall serve at the express pleasure of the Chief of Police and the Town of Dickson Board of Trustees.
After the approval by the Dickson Board of Trustees, the auxiliary or reserve officers will be required to complete sixteen (16) hours a month of volunteer duty. Failure to comply with the required volunteer hours, unless otherwise waived by the Chief of Police, will result in revocation of officers commission with the Town of Dickson. Reserve officers in good standing may be assigned, upon the request of the Chief of Police, paid duty hours.
The auxiliary or reserve officers shall meet the minimum requirements of 70 Oklahoma Statutes section 3311.
