§ 52.17 PAYMENTS.
   (A)   Owner’s responsibilities. The owner of the premises, the occupant thereof, and the user of the water service shall be jointly and severally liable to pay for the service on the premises, and the service is furnished to the premises by the Village of Diamond only upon the condition that the owner of the premises, occupant, and the user of the service are jointly and severally liable therefor to the village.
   (B)   Billing and payment. All water and sewer charges shall be billed bimonthly which may be included on the billing statement showing the other services provided by the village. The bill for services must be paid on or before the last day of the month in which the bill is mailed. If the last day of the month falls on a weekend day, then the payment is due on the following Monday.
   (C)   Multiple dwelling units. In any building which contains 2 or more individual dwelling units which are not owner-occupied, the village, in its sole discretion, can require the property owner to pay the bill (1 master water meter) or bills (separate water meters for each dwelling unit) with 1 bank draft from the property owner. In the event the property owner fails to pay with 1 bank draft, the property owner shall pay to the village an administrative fee of $35 per hour or fraction thereof.
   (D)   Estimated billing. If for some reason the village cannot obtain meter readings, the village will estimate the consumer’s water bill by using the gallons that the consumer used the preceding month. Payment will be adjusted in the month the water meter is read.
   (E)   Late payments. If the charges for water service and other services are not paid by the twentieth after the rendition of the bill for the services, then a penalty of 10% of the amount of the bill shall be added thereto.
   (F)   Thirty days late. In the event said rates or charges for water and sewer services are not paid on or before the last day of the month in which the bill is mailed, such charges shall be deemed and are hereby declared to be delinquent, and thereafter such delinquencies shall constitute liens upon the real estate for which such services are supplied, and the Village Clerk is hereby authorized and directed to file sworn statements showing such delinquencies in the Recorder of Deeds of Grundy County, or of Will County, Illinois. The filing of such statements shall be deemed notice for the payment of such charges for such services.
   (G)   Discontinued water service. If the charges for water and sewer services are not paid on or before the fifteenth day of the month following the month that the bill is mailed for such services, such services shall be discontinued without further notice and shall not be reinstated until all past due bills including the penalties thereon are paid in full together with payment made of $50 for reinstating such service.
