Upon the passage of this Water Department subchapter, rates and charges will hereby be established for the use of and for the service supplied by the Village of Diamond Water Department. A rate schedule at the end of this subchapter will show a flat rate until all meters are installed and are determined to be working effectively. At that point, a new rate schedule will be amended by the Village Commission.
