It shall be unlawful for any person, except those expressly excepted in § 113.34, to conduct solicitation within the village without having first registered with the village to conduct commercial or noncommercial solicitation as hereinafter provided and without having on his or her person a registration acknowledgment executed by the Village Clerk or his or her designee during any solicitation activities conducted within the village.
