(A) It shall be a violation of this chapter for any person or firm or entity of any kind unauthorized by the householder or scavenger service to collect or cause to be collected any of the recyclables items named in this chapter from the curb-side bins.
(B) Any and each such collection in violation of this chapter shall constitute a separate and distinct offense punishable as provided in this chapter.
