§ 150.23 BUILDING PERMIT LIMITATIONS.
   (A)   Any building permit issued by the Village of Diamond, Illinois, shall be subject to the following limitations.
      (1)   Any building permit issued by the village shall be valid for a period of 1 year from the date the permit is issued, and the permit shall automatically terminate on the date which is 1 year from the date of issuance unless the permit terminates earlier as provided for in division (A)(2) below or is extended as provided for in division (A)(3) below.
      (2)   Where any building permit is issued by the village, and work is not commenced within 6 months from the date of issuance, the permit will automatically terminate.
      (3)   Upon written application to the Building Inspector, and on good cause shown for non-completion, the Building Inspector may grant 1 90-day extension for the validity of a permit. No additional extensions will be allowed on that permit.
      (4)   (a)   Any person to whom a building permit is issued shall either:
            1.   Request a final inspection and receive an occupancy permit or certificate of completion prior to the expiration of the permit; or
            2.   The permit holder shall request that a new permit be issued and pay any applicable building permit fees therefore, prior to the expiration of the building permit.
         (b)   If a permit holder fails to comply with the above requirements he or she shall pay a fine to the village in a amount equal to the cost of the original building or construction permit. Thereafter no building or construction permit shall be issued for the property or building until all fines levied under this section are paid in full.
   (B)   This section shall be in full force and effect from and after its passage and approval as provided by law and shall be published in pamphlet form.
