§ 150.22 ELEVATION CERTIFICATION FOR NEWLY-CONSTRUCTED BUILDINGS.
   (A)   Where any building is constructed in a subdivision platted within the Village of Diamond that includes grade plans and/or foundation elevation requirements, the Building Inspector shall require an elevation certification to be provided by a licensed Illinois surveyor or a general contractor licensed in the Village of Diamond. The elevation certification shall be on a form provided by the Building Inspector. The Building Inspector shall inspect the elevation certification, check calculations and the method of calculation prior to placing any concrete in foundation forms. The person responsible for the elevation certification shall provide all equipment necessary for the Building Inspector to verify the elevation figures provided.
   (B)   The elevation of foundations and grades so constructed shall be within 2/10 of 1 foot of the subdivision plan.
   (C)   (1)   In the event that an elevation certification is not provided in compliance with the above procedure, the Building Inspector shall issue a stop-work order for the building.
      (2)   The stop-work order shall only be removed by action of the Village Commission, and upon a showing that the elevation meets the requirements of division (B) above, or upon submission of a plan of correction to bring the building into compliance, and also payment of a fine in the amount of the building permit fee.
   (D)   The village shall receive an inspection fee of $25 for each inspection carried out under this section, which shall be in addition to any other inspection fees or permit fees charged by the village.
   (E)   This section shall apply to all buildings for which a permit is issued after the effective date of this section.
   (F)   This section shall not be construed to place responsibility for compliance with elevation plans with the village or Building Inspector. It is the responsibility of the general contractor to ensure that any building is constructed in conformance with applicable building elevation plans. Any verification of measurements by the Building Inspector is for the benefit of the village only and not for the property owner or other person hiring a contractor within the village.
   (G)   This section shall be in full force and effect from and after its passage and approval as provided by law and shall be published in pamphlet form.
