All provisions, including the words and phrases of the Act and rules and regulations issued by the ILCC pertaining to local control of alcoholic liquor, as the same may be amended from time to time, are hereby incorporated into and declared to be a part of this chapter as if expressly set forth herein. Nothing in this chapter shall excuse or release any person from compliance with any other requirements of Village Code, or applicable county and/or state code, statute, ordinance, regulation or rule.
