For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
INOPERABLE VEHICLE.
(1) Any motor vehicle or trailer as defined herein, which for a period of 7 successive days is in a state of disrepair such that it cannot be used in a manner substantially as designed.
(2) Any motor vehicle shall be considered inoperable if it cannot move under its own power without repairs.
(3) Also, any vehicle which would have to be registered pursuant to Illinois statute if used on a public highway shall be considered inoperable if it has missing or defective equipment required for the vehicle by Illinois statutes.
MOTOR VEHICLE. Any machine propelled by power other than human power designed to travel along the ground by use of wheels, treads, runners, or slides, and transport persons or property, or pull machinery, and shall include, but not be limited to any vehicle which would have to be registered pursuant to Illinois statute if used upon a public highway, any construction implement such as a backhoe, bulldozer, fork truck, scraper or the like, any farm implement, such as a tractor, combine, or the like.
OPEN PRIVATE LAND. Any area of private property not enclosed by a garage, barn, carport, or similar fully enclosed structure.
PERSON. Any natural person, partnership, corporation, or any other entity empowered to own property in this state.
TRAILER. Any vehicle without motive power in operation, designed for carrying persons or property and designed to be drawn by a motor vehicle.
UNREGISTERED VEHICLE. Any motor vehicle or trailer designed for the purpose of conveying persons or property on public highways which does not display current valid registration tags.
