All sites shall be dedicated in a condition ready for full service of electrical, gas, telephone and other utility lines, water, sewer, and streets (including enclosed drainage and curb and gutter), as applicable to the location of the site, and shall otherwise comply with Village Code requirements. In addition, all sites shall be suitable for constructing a park facility and shall be free of any environmental contamination.
