(A) Office created. The office of the Building Official for the Village is hereby created.
(B) Appointment. The Building Official shall be appointed by the Village Mayor with the advice and consent of the Village Board of Commissioners.
(C) Duties. Duties of the Building Official shall include administration and enforcement of the Building Code for the Village. The Building Official shall have the authority to issue building permits, certificates of occupancy and stop work orders. The Building Official shall have the authority to engage professional building inspectors, construction plan reviewers and Building Code enforcement officers as the Building Official deems necessary.
(D) Action on applications. The Building Official shall not issue any permits or certificates of occupancy provided for in this chapter without first having received the applicable fees for that permit or certificate. In the event an applicant for a permit or certificate, as provided for in this chapter, is in violation of any of the provisions of this chapter, including the provisions regarding the payment of fees, with regard to any property in the village, then the Building Official may withhold issuance of that permit or certificate until the applicant complies with the applicable provisions of this chapter. The violations of this chapter, as described above, may relate to the property for which the permit or certificate is being requested, or may relate to any other property located in the village.
