§ 32.04 RESPONSIBLE BIDDER DEFINED.
   The Village of Diamond is in many instances and circumstances required to let contracts in varying amounts to the lowest, responsive and responsible bidder. The Village of Diamond has not heretofore defined the term “responsible bidder” for the varying projects that the village undertakes. Therefore, for all projects over $50,000.00 as follows, the term “RESPONSIBLE BIDDER” for construction contracts means a bidder who meets all of the job specifications, all of the following applicable criteria, and submits evidence of such compliance:
   (A)   All applicable laws pre-requisite to do business in Illinois:
   (B)   Evidence of compliance with:
      (1)   Federal employer tax identification number or social security number, for individuals; and
      (2)   Provisions of Section 2000(e) of Chapter 21, Title 42 of the United States Code and Federal Executive Order No. 11246 as amended by Executive Order No. 11375, commonly known as the Equal Opportunity Employer Provision.
   (C)   Certificates of insurance indicating the following coverage: general liability, worker's compensation, completed operations, automobile, hazardous occupation, product liability and professional liability, in not less than the minimum amounts required by the village.
   (D)   Compliance with all provisions of the Illinois Prevailing Wage Act, including wages, medical and hospitalization insurance and retirement for those trades as covered in the “Act”;
   (E)   Participation in apprenticeship and training programs approved and registered with the United States Department of Labor's Bureau of Apprenticeship and Training.
