Whenever the federal government or any agency or officer thereof or whenever any person, firm or corporation shall offer to the state, county or to any political subdivision thereof, services, equipment, supplies, materials or funds by way of gift, or grant, for purposes of emergency management, the county acting through the Board Chairperson or the political subdivision, acting through the principal executive officer, may accept the offer and upon the acceptance the Chairperson of the County Board, or the principal executive officer of the political subdivision, may authorize an officer of the state or of the political subdivision, as the case may be, to receive the services, equipment, supplies, materials or funds on behalf of the county or the political subdivision.
