Pursuant to the Manual on Records Keeping and Manual on Fines and Fees, the County Circuit Clerk is hereby authorized and directed to disburse all fees, fines, costs, additional penalties, bail balances assessed or forfeited, and any other amount paid by a person to the Circuit Clerk as otherwise provided by law, effective 1-1-1992.
