(A) Certification of the subbase and aggregate by the County Engineer may enable the developer to apply for building permits. The certification of the subbase and aggregate is, in no way, considered the final approval and the governing official will not consider the certified streets public streets until the final acceptance.
(B) A maximum of two building permits may be issued by the governing official for the construction of any building, structure or improvement on any land henceforth subdivided, after the subbase and aggregate is certified by the County Engineer.
