(A) The subdivider engages a registered professional engineer or registered land surveyor to prepare a preliminary plat of the area to be subdivided.
(B) The subdivider shall submit five copies of the preliminary plat to the Committee.
(C) The Committee shall consider the preliminary plat at a regular meeting occurring within 30 days following submittal of the preliminary plat. The Committee shall reject, approve subject to revision or approve the plat at this meeting. If disapproved the Committee sets forth the grounds for the refusal in its proceedings and transmits them to the subdivider. If approved, the design is thereby accepted as a basis for preparation of the final plat.
(D) Approval of the preliminary plat shall be effective for one year from the date of approval.
