(A) The Animal Control Administrator shall have the authority to adopt reasonable rules and regulations to implement the terms of this chapter and the regulations of the State Department of Agriculture 80 as to effectuate the intent and purpose of this chapter and the regulations.
(B) In addition to those duties enumerated herein, additional authority and duties may be specified in particular provisions in this chapter.
