(A) No person owning, possessing or harboring any dog or cat shall permit his or her animal to become a nuisance.
(B) An animal shall be considered a nuisance if the animal:
(1) Substantially damages property other than that of the owners;
(2) Causes unsanitary, dangerous or unreasonable offensive conditions;
(3) Causes a disturbance by excessive barking, caterwauling or other noise making; or
(4) Interferes with any person or domestic animals while off the premises of the animal’s owner.
