It shall be the duty of every owner of every water well serving a semi-private water system for more than one residence to have the water therein bacteriologically analyzed by a certified laboratory as required by the Health Authority for the protection of public health. The water shall also be bacteriologically analyzed whenever the water lines are opened up for repair, replacement or extension of the water distribution system.
