§ 53.23 PROPERTY OWNER’S RESPONSIBILITY.
   It shall be the responsibility of the property owner to obtain a permit before any construction or deepening of a water well is begun. Failure of the property owner to obtain a permit before any construction or deepening of a water well is begun shall constitute a violation of this chapter.
