The Board of Health is hereby authorized and directed to make inspections as are necessary to determine satisfactory compliance with this chapter. The authorized representative of the Board of Health, after proper identification and statement of the reasons for the visit, shall be permitted by the owner or occupants of the property to have access to the property at any reasonable time for the purpose of making an inspection to determine compliance with the requirements of this chapter.
