§ 50.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ASHES. The residue resulting from the burning of wood, paper, coal, coke, charcoal or other combustible materials.
   BOARD OF HEALTH. The Board of Health of the DeWitt Piatt Bi-County Health Department, or its authorized representatives.
   COMMERCIAL RUBBISH. Trade waste such as packing, paper, cardboard, excelsior, straw, crates, boxes, acids, oils, chemicals, grease, tires, vehicle and aircraft parts, discarded merchandise, glass, plastics, metals, crocks, garbage and other waste products materials including construction waste such as earth, plaster, metals, wood, plastics, tile, brick, concrete, terra cotta, slate, marble and mineral.
   EXTERMINATION. The control and elimination of insects, rodents or other pests by eliminating their harborage places and removing or making inaccessible materials, which may serve as their food, by poisoning, spraying, trapping or by any other recognized and legal method of pest control.
   GARBAGE. All putrescible animal, vegetable or mineral waste products resulting from the handling, storage, preparation, cooking or consumption of any food or any matter that may decompose and become offensive or dangerous to health.
   HAZARDOUS. Any condition, act or thing causing risk or danger to the public.
   JUNK. Old or scrap copper, brass, rope, rags, batteries, paper, rubber debris, waste; junked, dismantled or wrecked automobiles, or parts thereof; iron, steel and other old or scrap ferrous or non-ferrous material.
   NUISANCE. An accumulation of garbage, refuse or rubbish which is allowed to remain unlawfully in a location detectable by sight and/or smell by a person upon any adjacent property or public; or any act, condition or thing causing harm, danger, injury or resulting in the creation of a hazardous situation.
   PERSON. Any individual, firm, club, partnership, corporation, trustee, association, organization, public entity or private entity.
   PREMISES. Any public and/or private real property, either improved or vacant, inhabited or uninhabited, including buildings and structures, vehicles, watercrafts and/or parts thereof.
   REFUSE. All putrescible and non-putrescible solid wastes, including garbage, rubbish, commercial rubbish, ashes, street cleaning, tree wastes, dead animals, abandoned vehicles, discarded household appliances/white goods and junk.
   RODENTS. Rats and mice.
   RUBBISH. Non-putrescible solid waste consisting of both combustible and non-combustible wastes such as paper, cardboard, tin cans, yard clippings, wood, glass, bedding, crockery, sticks, chips, leaves, straw, bottles, metals, plastics, furniture, wearing apparel, excelsior, rags, discarded household articles, materials or substances discarded as worthless and similar materials.
   SCAVENGER. Any person, company or corporation who is engaged in the business, either public or private, of collecting and disposing of garbage, refuse, ashes, rubbish and the like.
   STORAGE SITES. Any public and/or private real property, either improved or vacant, including the buildings or structures thereon, vehicles, watercrafts or parts thereof, upon or in which refuse, garbage, rubbish, commercial rubbish or ashes are stored for collection prior to final disposal.
   VERMIN. Roaches, bugs, fleas, lice or similar noxious animals of small size.
   WEEDS. Naturally occurring, non-cultivated growth or wild vegetation, exclusive of trees and other wood-stemmed plants, which harbor rodents, reptiles and/or vermin to an extent which causes risk to public health.
