§ 37.03 VEHICLE REPLACEMENT POLICY.
   To meet the requirement of providing safe and proper operating vehicles for the County Sheriff’s Department and to provide the necessary public safety services required by statute and expected by the citizens of the county, the following replacement policy will be used as the major guide for the Sheriff’s Department, the Public Safety Committee and the County Board.
   (A)   Each patrol deputy, sergeant, captain, detective, the Chief Deputy and the Sheriff should be assigned a vehicle suitable for the assigned responsibilities of each classification. Vehicles to be replaced will be selected based on, but not limited to:
      (1)   No more than five new vehicles per year;
      (2)   The highest mileage for the type of unit being replaced;
      (3)   Major maintenance required at the present time;
      (4)   Major maintenance having been performed in the past 12 months;
      (5)   Major maintenance having been performed in the past 24 months; and
      (6)   Ability to extend usable life by assignment to another classification of operator.
   (B)   Support units will be considered for replacement on as needed basis. These units may be replaced as per division (A)(6) above or replaced with purchase of quality used vehicles suitable for the classification of operation.
   (C)   The replacement of any and all types of units will have included, in the projected replacement cost, those items necessary to allow the unit to be fully operational in the classification it is to be operated.
   (D)   It shall be the responsibility of the County Sheriff to maintain suitable records on each vehicle. Using these constantly changing records, present to the Public Safety Committee his or her recommendation for replacement and or reclassification on a yearly basis extending five years in advance. This replacement projection may be updated as required by circumstances. It must be updated in July of each year. When the July update is presented to the Public Safety Committee, it shall contain projected replacement costs for each of the first three years of the plan. The fourth and fifth year need only show units projected to be replaced. This plan shall also include the recommended unit to be placed into service.
   (E)   Further, the plan shall detail the classification each unit is projected for during each year of the plan.
