Relating to the adoption of a comprehensive long-term plan of development for the incorporated area of jurisdiction of the town as provided in A.R.S. Title 9, Chapter 4, Article 6 of the Arizona Revised Statutes; in order to conserve and promote the public health, safety, convenience and general welfare, by guiding and accomplishing a coordinated and harmonious town development for future growth.
