A. Creation; Appointment: The planning and zoning board ("PZB") is hereby established pursuant to the authority granted by sections 11-13-3 and 11-12-4 of the Illinois municipal code 1
, and the city's home rule powers. The PZB shall have seven (7) members, who shall be appointed by the mayor with the consent of the city council from the sitting members of the plan commission and the zoning board of appeals as of the effective date of this amendatory provision.
B. Terms Of Office: The initial members of the PZB will have staggered terms of office as designated by the mayor, with two (2) members having an initial one year term, two (2) members having an initial two (2) year term, and three (3) members having an initial three (3) year term. All subsequent terms of PZB members, including renewal terms, shall be for three (3) years.
C. Chair And Vice Chair: One PZB member shall be designated as chair and one PZB member shall be designated as vice chair by majority vote of the PZB's membership. The chair, or in the absence of the chair, the vice chair, will preside over all meetings of the PZB and may administer oaths and compel the attendance of witnesses. In the absence of both the chair and the vice chair, the members of the PZB will select from those members present a chair pro tem to serve for the duration of the meeting.
D. Removal; Resignation: The mayor shall have the power to remove any member of the PZB for cause and after a public hearing. A member's unexcused absence without good cause shown from four (4) PZB meetings in a six (6) month period shall constitute grounds for removal. A member may resign after providing notice to the mayor, and acceptance by the city council of the resignation. Resigning members shall be deemed to serve until their replacement has been appointed and received the consent of the city council.
E. Vacancies: Vacancies upon the PZB shall be filled for the unexpired term of the members whose place has become vacant, in the manner herein provided for the appointment of the member. (Ord. Z-29-15, 10-5-2015)
