Appointments of commission or board members shall be made by the mayor with the consent of the city council. Upon the initial creation of a commission or board, the mayor shall appoint its chair. One year after the initial creation of a commission or board, the commission or board shall thereafter elect a chair from their membership by vote of their membership.
