Notwithstanding the provision of section 12-5-6 of this chapter, where no structural alterations are made, any nonconforming use of a structure may, upon appeal to the planning and zoning board, be changed to another nonconforming use provided that the planning and zoning board finds that the proposed use is equally appropriate or more appropriate to the district than the existing nonconforming use.
