The 2015 international fire code, adopted and incorporated by reference pursuant to this chapter, is hereby amended, in relevant part, to read as set forth in this section. Subsequent section numbers used in this section refer to the like numbered sections of, or new sections added to, the 2015 international fire code. Whenever a conflict arises between the provisions of the 2015 international fire code and the amendments set forth in this section, the following amendments will control: (Ord. M-44-15, 11-16-2015)
[A] 101.1 Title.
These regulations shall be known as the fire code of the city of Des Plaines, hereinafter referred to as "this code."
[A] 101.2.1 Appendices.
Provisions in the appendices shall not apply unless specifically adopted. Appendices B, C, D, F, and I are hereby adopted.
[A] 104.1 General.
The fire code official is hereby authorized to enforce the provisions of this code and those laws and regulations that the fire code official is authorized or required to enforce by the state fire marshal, and shall have the authority to render interpretations of this code, and to adopt policies, procedures, rules and regulations in order to clarify the application of its provisions. Such interpretations, policies, procedures, rules and regulations shall be in compliance with the intent and purpose of this code and shall not have the effect of waiving requirements specifically provided for in this code.
[A] 104.4.1 Unlawful Impersonation.
It shall be unlawful for any unauthorized person to use an official badge, uniform, or other credentials to impersonate a fire official for the purpose of gaining access to any building, structure, vehicle or premises in the city of Des Plaines.
[A] 104.10.2 Peace Officer Investigation Act.
Any person who is a sworn member of the Des Plaines fire department, and who is authorized, on behalf of the city of Des Plaines, to investigate fires or explosions that are suspected to be arson or arson-related crimes, may be classified by the city of Des Plaines as a peace officer pursuant to the peace officer fire investigation act, 20 ILCS 2910/1 et seq., which is hereby adopted in its entirety and incorporated as if fully set forth herein, as it may be amended from time-to-time.
[A] 104.10.2.1 Peace Officers.
Any sworn member of the Des Plaines fire department who is classified as a peace officer shall be granted the powers so enumerated in the peace officer fire investigation act, 20 ILCS 2910/1 et seq., and may exercise such powers only during the actual investigation of the cause, origin, and circumstances of fires or explosions that are suspected to be arson or arson-related crimes, and during the investigation and prosecution of suspects.
[A] 105.4.7 As-Built Floor Plans.
As-built floor plans of all newly constructed buildings and structures, and all newly constructed additions or alterations to existing buildings and structures, must be submitted to the fire code official within 30 days after completion of the work in an electronic format approved by the fire code official. Such floor plans shall be used as evacuation diagrams for the occupants of each space on each floor in each building.
Exception: One- and two-family dwelling units.
Section 108 Board Of Appeals.
Section 108 is hereby deleted in its entirety.
[A] 109.4 Violation Penalties.
Section [A] 109.4 is hereby deleted in its entirety.
[A] 111.4 Failure To Comply.
Any person who fails to comply with any requirements of this code; erects, installs, alters, or repairs work in violation of the approved construction documents, a directive of the code official, or a permit or certificate issued under the provisions of this code; or continues any work after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be in violation of this code. Each day that a violation continues after due notice has been served shall be deemed a separate offense.
Section 202 General Definitions.
Fire Code Official. The fire chief or the fire chief's designated representative charged with the administration and enforcement of the code.
307.4.3 Portable Outdoor Fireplaces.
Approved outdoor fireplaces shall be used in accordance with the manufacturer's instructions and shall not be operated within 15 feet of a structure or combustible material. Fuel for an outdoor fireplace shall consist of only seasoned, dry firewood.
307.4.4 Extinguishment Of Outdoor Fire.
The fire code official is authorized to order the extinguishment of any outdoor fire to prevent or correct a nuisance or a hazardous condition or to protect the public health, safety, and welfare.
506.1 Where Required.
With respect to any multi-family residential structure that has a common area, any structure that has a passenger elevator, automatic fire alarm system, or automatic fire suppression system, or any other structure or area where access is restricted because of secure openings, or where immediate access may become necessary for life-saving or fire-fighting purposes, the fire code official is authorized to require a key box to be installed in an approved location. The key box shall be of an approved type listed in accordance with UL 1037, and shall contain keys to gain necessary access as required by the fire code official.
507.2.1 Private Fire Service Mains.
Private fire service mains and appurtenances shall be installed in accordance with NFPA 24. Fire hydrants installed on private property shall be located and installed as directed by the fire code official. All fire hydrants shall conform to the standards promulgated by the director of public works and engineering. Fire hydrants shall not be installed on any water main that is less than eight (8) inches in diameter. All water mains on which fire hydrants are installed shall be on a looped system. Fire hydrants may be installed on a six (6) inch water main only upon good cause shown and only if approved by the fire code official in writing.
507.5.1.1 Hydrant For Standpipe And Automatic Sprinkler Systems.
Buildings equipped with a standpipe system installed in accordance with section 905 and/or automatic sprinkler systems installed in accordance with section 903 shall have a fire hydrant within 100 feet of the fire department connections.
Exception: The distance shall be permitted to exceed 100 feet only upon good cause shown and only if approved by the fire code official in writing.
903.4.2 Alarms.
An approved audible device, located on the exterior of the building in an approved location, shall be connected to each automatic sprinkler system. Such sprinkler water flow alarm devices shall be activated by water flow equivalent to the flow of a single sprinkler of the smallest orifice size installed in the system. Additionally, a white weather-proof strobe light installed above the fire department connection shall be activated and shall flash when the building fire alarm system is activated. Where a fire alarm system is installed, actuation of the automatic sprinkler system shall actuate the building fire alarm system.

907.6.6 Monitoring.
Fire alarm systems required by this chapter or by the international building code shall transmit alarms via direct connection to the dispatch center of the Des Plaines fire department as approved by the fire code official. All non- required fire alarm systems shall be monitored by an approved supervising station in accordance with NFPA 72.
Exception: Monitoring by a supervising station is not required for:
1.Single- and multiple-station smoke alarms required by section 907.2.11.
2.Smoke detectors in group I-3 occupancies.
3.Automatic sprinkler systems in one- and two-family dwellings.

912.1.1 Fire Department Connection Specifications.
New installations of fire department connections shall consist of a 5-inch storz fitting with a fifteen-degree elbow, and shall be located approximately 36-inches above finished grade. The exact location shall be approved by the fire code official.
5601.1.3 Fireworks.
The possession, transportation, manufacture, storage, sale, offer for sale, handling, ignition, display, and use of fireworks or devices that require open flame, such as match or lighter, to ignite, including without limitation sparklers, snakes, glow worm pellets, and trick matches are prohibited.
Exceptions:
1.Use of such devices by railroads, public utilities, public and private carriers, or other transportation agencies for signal purposes or illumination.
2.Sale or use of blank cartridges designed for use in firearms.
3.Use of such devices for signal purposes at organized athletic or sporting events.
4.Use of such devices by veteran or military organizations.
5.Storage and handling of fireworks as allowed in section 5604.
6.Manufacture, assembly and testing of fireworks as allowed in section 5605.
7.Use of fireworks for fireworks displays as allowed in section 5608.
8.The possession, storage, sale, handling and use of specific types of division 1.4G fireworks where allowed by applicable laws, ordinances and regulations, provided such fireworks comply with CPSC 16 CFR parts 1500 and 1507, and DOT 49 CFR parts 100-185, for consumer fireworks.
5601.2.2 Possession, Manufacture, Sale, And Retail Display.
No person shall possess, use, manufacture, store, offer or expose for sale, sell at retail, or discharge any explosives, explosive materials, or fireworks within the city, with the exception of approved supervised displays of fireworks in accordance with section 5608 of this code and the use of explosives for construction or demolition purposes if approved in advance and in writing by the fire code official.
5704.2.9.6.1 Locations Where Above-Ground Tanks Are Prohibited.
Storage of class I and II liquids in above-ground tanks outside of buildings is prohibited unless approved in writing by the fire code official.
5706.2.4.4 Locations Where Above-Ground Tanks Are Prohibited.
The storage of class I and II liquids in above-ground tanks is prohibited unless approved in writing by the fire code official.
5707 Unlawful Disposal Of Combustible Or Flammable Liquids Or Waste Oil.
It shall be unlawful for any person to permit a flammable or combustible liquid or waste oil to flow into a sewer, drain, catch basin, or similar underground structure, or the fill material around the tank, or any point where the liquid would contaminate the earth or ground water and/or present a fire hazard.
5806.2 Limitations.
The location and storage of flammable cryogenic fluids in stationary containers outside of buildings is prohibited unless approved in writing by the fire code official.
6104.2 Maximum Capacity Within Established Limits.
Storage of liquefied petroleum gas shall not exceed the aggregate water capacity of 2,000 gallons unless approved in writing by the fire code official.
