A. The city manager is authorized to reject any bid submitted in response to an invitation to bid issued by the city pursuant to the city's competitive bidding process if:
1. The bidder has defaulted: a) on the payment of taxes, licenses, or other monies due to the city, or b) in the performance of any existing or previous contract with the city; or
2. The bid submitted is nonresponsive, incomplete, or improperly prepared or executed.
B. Except as provided in subsection A of this section, the city council has the exclusive authority to reject bids submitted in response to an invitation to bid issued by the city pursuant to the city's competitive bidding process. (Ord. M-9-15, 4-6-2015)
