A. City Manager: The city manager or his designee may authorize and award all contracts for purchases of personal property, services, and work that do not exceed the amount of $25,000.00.
B. City Council: The city council must authorize and award, by resolution duly adopted, all contracts for purchases of personal property, services, and work that: 1) exceed the amount of $25,000.00, or 2) have not been authorized by the city manager.
