9-2-5: FLOOD CONTROL REBATE PROGRAM:
In 1997, the City established a Flood Rebate Program. The program was made retroactive to January 1, 1994. The program was established to assist the owners of property located within the City of Des Plaines with the cost of installing flood control devices on private property to prevent sewer backups, basement seepage, and overland flooding. Under the program, property owners would be reimbursed up to thirty percent (30%) of the cost of flood mitigation/prevention projects performed on a residence up to a maximum of two thousand dollars ($2,000.00), whichever is less.
Flood mitigation/prevention projects include, but are not limited to: overhead sewers; basement flood control systems; backwater valves in basements or yards; glass block basement windows in cases where a residence is subject to flooding; footing tile with sump pumps; basement waterproofing; backup battery sump pumps; sump pump connections to storm sewers. Property owners shall be required to submit documentation, including bid estimates, contractor invoices, proof of payment, and permit at the time of application for the Flood Rebate Program.
