When any premises or tenement is to be utilized for human occupancy or habitation, and when the sanitary sewer main or combined sewer main is within two hundred fifty feet (250') of any portion of the lot, parcel, or plot of land where such premises or tenement exists or is to be constructed, then the premises or tenement shall be connected to the sanitary sewer main or combined sewer main.
