No part of the lands or lots in the city, or which may hereafter be annexed to the city, that have not heretofore been assessed for the establishment and the construction of waterworks, water mains and hydrants, shall be entitled to water privileges, or to connect with any water main or water service pipe, without first paying into the general fund of the city an amount equal to the general footage benefits, being at the rate of two dollars fifty cents ($2.50) per front foot.
