7-10-4: STOPPING, STANDING AND PARKING FINES:
   A.   Amount Of Fines: Any person who shall violate or fail to comply with any of the provisions of relating to stopping, standing or parking, or to chapter 7 of this title relating to parking shall be fined as follows:

Each meter time period for which the required coin is not deposited in the parking meter shall constitute a separate offense.
   B.   Action On Citation: Any such person violating any of the provisions specified above may, before the due date specified on the citation:
      1.   Mail the amount of the fine in the self-addressed citation envelope;
      2.   Pay the fine in person at the location shown on the citation envelope;
      3.   Deliver the citation in person to the records department at the address shown on the citation envelope, deny they are guilty of the offense indicated and request a court hearing. (Ord. M-20-91, 6-17-1991; amd. 2002 Code)
   C.   Disposition Of Revenue: The coins required to be deposited in parking meters as provided herein are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the public streets, and also the cost of supervision and regulation of the parking of vehicles in the parking meter zones, and to cover the cost of the purchasing, leasing, acquiring, installation, operation, maintenance, supervision, regulation and control of the parking meters herein described.
   D.   Meter Collectors; Bond: The mayor, with the advice and consent of the city council, shall designate such collectors and methods as are necessary to properly collect all coins deposited in the meter boxes. The collectors shall be only such employees as are now or may hereafter be duly bonded in a sum not less than one thousand dollars ($1,000.00) for the faithful performance of their duties.
   E.   Backing Into Meter Space Prohibited: It shall be unlawful for any person to back any vehicle into a metered parking space except where there is parallel parking along the curb of a city street and there is a designated zone. (Ord. M-20-91, 6-17-1991)
