7-3-14: HANDICAPPED AND DISABLED RESTRICTED PARKING:
   A.   Handicapped And Disabled Parking:
      1.   Parking Zone Restrictions: It shall be unlawful for any person except a handicapped person or a person transporting a handicapped person with limited mobility to park a motor vehicle in any public parking lot area posted "No Parking Except Handicapped Persons" or bearing the international symbol indicating a handicapped parking restriction.
      2.   Exemptions: The exemptions from certain parking limitations provided for handicapped persons by section 5/11-1301.1 of the Illinois vehicle code 1
shall be extended to handicapped persons possessing and displaying a registration identification card issued by township governments of the northwest municipal conference area. (Ord. T-3-79, 1-15-1979)
   B.   Special Parking Provisions: It is the intention of this chapter to restrict designated parking places on municipally owned or operated properties and on residential streets for the exclusive use of handicapped/disabled persons as hereinafter defined.
   C.   Reserved Parking On Municipal Properties: The city's license officer shall designate parking places on municipally owned or operated properties for the exclusive use of persons to whom a current handicapped or disabled veteran's license plate has been issued by the state of Illinois, or to whom a handicapped parking identification card has been issued by a township.
   D.   Reserved Parking On Residential Streets:
      1.   The provisions for reserved residential street parking shall not be applicable to any household or any person therein if any member thereof owns, rents or has regular use of private driveways, carports or garages that give convenient access to the dwelling of the handicapped/disabled person.
      2.   Any resident of the city may apply for a determination by the license officer that he possesses the necessary ambulatory disability qualifications for special restricted parking, and any member of such person's household may make application if his vehicle constitutes the primary mode of transportation for the handicapped/disabled person. Upon determination by the license officer that the individual qualifies for restricted parking and upon payment of the fee of thirty dollars ($30.00) for installation, the city shall install two (2) signs, twenty five feet (25') apart, on a residential street at the point determined to be most accessible to the handicapped person's dwelling which will designate the space between the signs as reserved for the sole use of the handicapped/disabled person. The application shall contain such information as the license officer may require to make a determination. The application for reserved residential street parking shall be automatically approved for those persons to whom disabled veteran or handicapped license plates have been issued currently by the state of Illinois.
      3.   The sole use privilege on the given residential street will be renewed each year by reapplication and by payment of an annual renewal fee of twenty dollars ($20.00) due on the anniversary of installation. If a renewal is not requested, or the annual fee not paid thirty one (31) days after it becomes due, the signs shall be removed.
   E.   Unqualified Vehicle Parking:
      1.   Any unqualified vehicle parked in a parking place on a residential street which is reserved for handicapped/disabled parking shall be considered to be illegally parked.
      2.   Any vehicle parked on city owned or operated properties designated as reserved for handicapped/disabled only, which does not have a current Illinois license plate for handicapped persons or disabled veterans or which does not display evidence of a permit issued under this section, shall be considered illegally parked.    F.   Penalty: The owner of any vehicle illegally parked as set forth above shall upon conviction, be assessed a fine of two hundred fifty dollars ($250.00) for each offense. (Ord. T-2-09, 5-4-2009)
