A. On Snow Routes: After a two inch (2") snowfall, it shall be unlawful to park any vehicle, or to allow any vehicle to remain parked, on any snow route until snow removal operations are completed. The following are snow routes for purposes of this section:

B. In Parking Lots When Snow On Surface: It shall be unlawful for any person to park any vehicle or to allow any vehicle over which the same has control to remain parked in a parking lot owned or operated by the city between the hours of one o'clock (1:00) A.M. and five o'clock (5:00) A.M., at any time after snow on the surface of the parking lot exceeds two inches (2") in depth.
Any person who violates the terms of subsections A and B of this section or resists the enforcement thereof shall be fined as set out in section 7-10-6 of this title. In addition, each such offender shall be liable to the city for any and all reasonable towing or hauling charges incurred by the city in removing any such vehicles so parked in violation of this section. Furthermore, in addition to the penalties called for herein, the owner of any such vehicle so parked in violation of this chapter shall be liable to the city for all reasonable charges of towing and storage in the event that it shall become necessary, in the discretion of the director of public works, that such vehicle be removed to allow snow removal operations. C. On Secondary Streets: It shall be unlawful to park any vehicle or to allow any vehicle to remain parked on any public street in the city other than a snow route, as provided for in subsection A of this section, at any time when snow removal operations are taking place on such street. Signs indicating that snow removal operations will take place on a specific street shall be posted on said street not less than six (6) hours prior to the removal by the city.
D. Removal Of Vehicle: In addition, the city is authorized to remove or have removed, at the discretion of the director of public works, any vehicle which violates this section. Any vehicle removed may be stored by the city or moved to another place on a street. If a vehicle is removed or moved the offender shall be liable to the city for any and all reasonable towing or hauling charges in addition to any fine or penalty. (Ord. T-6-79, 2-5-1979; amd. Ord.
