	*Perry Street exemption: A person may obtain a "hardship exemption" provided such person establishes:
	a. A residence or business on Perry Street, from Northwest Highway to Laurel Avenue, and shows the specific hardship for which the exemption sticker is needed. However, only 1 exemption shall be granted for each residence or business.
	b. Ownership of an automobile that has valid state of Illinois registration and has a valid city sticker for said automobile.
	c. Upon approval of an application for exemption, the police department shall deliver to the applicant a windshield sticker bearing the letter "E" and the year for which the exemption was issued, and it shall be the duty of the petitioner to affix such windshield sticker to the lower left hand corner, farthest removed from the driver's position, of the vehicle's windshield.
	Windshield stickers may not be transferred from 1 vehicle to another except as provided in section 7-1-5 of this title. Any windshield sticker found on any vehicle other than the one to which it was issued shall immediately be revoked and the corresponding exception shall be forfeited for the remainder of the calendar year.
	d. Such "hardship exemption" must be reapplied for each year.
