C. Specific Illinois Code Violations: Any person violating or failing to comply with any provision of the Illinois vehicle code adopted by reference in this subsection, shall be fined twenty five dollars ($25.00) per offense. A late fee of fifteen dollars ($15.00) shall be assessed for any fine not paid within twenty one (21) days of the citation date:
