No person shall hereafter burn or set fire to, or cause to be burned or set fire to, any garbage, refuse, yard waste, or any combustible material whatsoever, within the city, unless such material is burned in an incinerator consistent with state legal guidelines, provided, however, that this shall not apply to the noncommercial cooking of food in outdoor fireplaces or grills, nor to the use of a UL listed and approved outdoor wood burning fireplace or fire pit.
